One of the major events in your life is happening now. You have earned the privilege to drive. A very important point that you must understand is this is a privilege, not a right, and this privilege can be taken away from you at any time! The State of California has given you the privilege to drive on its roads by giving you a drivers license. The information contained in this booklet will help you understand how you can keep this privilege.  There are rules you must abide by to keep your drivers license and permission to drive in California. When these rules are followed, your safety, safety of the other drivers, passengers, and pedestrians are almost assured. Of course, there are things that can happen out of your control, but experience and good judgment can help reduce any damage done. As a young driver, it is very likely that you will be involved in an accident in the next five years. As a matter of fact, there is a 28% chance you will be involved in an accident before you turn 20!  Here is the story of 100 teenage drivers: Based on national driving statistics, we can predict that: 37 teenagers will be ticketed for speeding 4 teenagers will be ticketed for driving under the influence of alcohol or drugs 28 teenagers will be involved in accidents where there will be damage to vehicles 13 teenagers will be injured in automobile accidents 1 teenager will be killed in an automobile accident The fact is automobile accidents are the leading killer of teenagers in the country! Will you end up as one of these statistics? The good news is you can control what happens. Experience is the biggest factor leading to safe driving. Although you dont have experience yet, you can start by learning how to drive safe now. You Will Pay to Play! Now you know unsafe driving can be dangerous to you, your passengers and other drivers. Unsafe driving is also very costly! Lets just start with a simple speeding ticket. First of all- your rates are 5 to 6 times higher than your parents. In number terms, the cost for you to drive, depending on the type of car youre driving, is about $1,500 to $2,000 per year. If you get a 1 point speeding ticket, that cost will go up by a minimum of 25%. Thats about $500 more per year and over 3 years, that ticket could cost you more than $1500! And thats the best case scenario. What if you, while you were speeding, lost control of your car and you and your passenger were hurt? An accident where anyone is hurt counts as 3 insurance points. Thats about a 55% increase or $1100 per year. Then you have the deductible, and possibility of a lawsuit. If you are sued, it will cost you and your parents time away from school and work. This sounds bad, but it gets worse. There are two kinds of insurance companies for personal automobiles. There are the standard companies and non-standard companies. You and your parents are probably insured with a standard company if you have good driving records. If you are unsafe and get into an accident, that standard company will probably drop you and your parents. You see, standard companies only insure safe drivers. You will have to get insurance with a non-standard company. Since standard companies insure only safe drivers, then non-standard companies only insure unsafe drivers. Can you imagine how much it would cost to be insured with a non-standard company? Try double or more! You Can Control Your Rates! You already know that safe driving will keep your rates down. But there are also some other ways you can save. Maintain a B or Better Grade Point Average- Many insurance companies offer discounts for good students Choose a Safer Vehicle and Avoid Customized Vehicles- Cars are rated based on their safety and cost to repair. Watch Other Drivers - If you have not been involved in an accident or received a ticket, you are probably getting an incident-free discount on your insurance. You can lose that discount if you are involved in an accident that you were not at fault in. Thats right- even if you were not at fault! So, keep your eyes open and always be ready to react to the carelessness of other drivers. Make Sure Your Parents are Using an Independent Agent - Independent agents are the only kind of agents that can shop your insurance with multiple companies. That allows you to save over the long term. When your insurance rate go up- your independent agent can shop for you to keep them down. Carry High Deductibles - The higher your deductible, the lower your premium. But dont raise them too high that you cant afford to pay the deductible if something happens. 5 Golden Rules of Safe Driving Seatbelts- Everyone MUST wear them! Never drive under the influence of drugs or alcohol! Drive defensively! Dont break the law! PAY ATTENTION! Dont use your cell phone and dont take your eyes off the road. If you follow these rules, your chances of getting into an accident are greatly reduced. These are broad rules to follow. Heres a more detailed list of specific rules: Seatbelts - Although it is not always required for rear passengers to wear them, they should. You are a more dangerous driver and it is more likely that they will get hurt in your car than in their parents car. Make them wear their seatbelts. Drugs and Alcohol - Drugs and alcohol have a tremendous affect on your ability to react and control your vehicle. Some over the counter and prescription drugs can have an affect as well. Be aware of what you are taking and dont take any chances. Penalties for driving under the influence and the rate increases will probably prohibit you from driving for a long time. The State of California will automatically take your drivers license for one year and the fines can exceed thousands of dollars. Insurance companies charge plenty for a DUI and your choice of companies will be limited to non-standard companies only. Your insurance will cost you about $4,000 to $5,000 more a year. Drive Defensively - If you drive with the attitude that anything can happen at any moment, you will be more alert and prepared when it does happen. Here are some simple defensive driving rules that you should follow: Look both ways when either crossing an intersection or accelerating when a light turns green. People run red lights all the time and you must look out for these people. Look ahead. Make it a habit to look ahead of the car in front of you every few seconds, but dont lose your focus on the car right in front of you. Just a quick glance is all it takes. You can avoid a rear-end collision if you know whats going on up ahead. The driver right in front of you may not be paying attention and stop at the last moment leaving you no time to react. Allow enough distance between you and the car ahead of you. It is recommended one car length per 10 miles per hour. So, if you are driving 40 miles an hour, there should be 4 car lengths in front of you. It is recommended for teen drivers to double that distance until your experience improves your reaction time. The distance should also be increased when driving during hazardous driving conditions such as at night and in the rain. Dont assume the other driver sees you. If you see someone that may pull out in front of you, assume they will. Slow down or safely change lanes. If you assume the worst, not only will you most likely be right, youll be better prepared to react. Be aware of who is around you. Always check your mirrors and look around for cars around you. It seems more than ever, people are not paying attention to their driving. They sway into other lanes of traffic or may not see your brake lights because they are talking on their cell phone or talking to someone in their car. Watch out for aggressive drivers. Stay out of their way. Drive in the left lane and let them pass you. Dont break the law- You studied the California Drivers Handbook. You know the driving laws in our state. You know why we have those laws. You know the penalties for breaking those laws. So, dont break them! Here are some common laws that cause many teen driver accidents: Dont pass a stopped school bus. Dont speed. Dont run red lights Use your turn signals Dont drink and drive Dont tailgate Dont drive recklessly Turn your lights on when your wipers are on Pay attention - Dont use your cell phone or carry on conversations with others in your car while driving. Dont eat or play with your radio either. It only takes a split second for an accident to occur. If youre distracted, you wont have time to react. Other Driving Rules to Live By Leave early- allow plenty of time to get to school or other appointments. Watch out for animals- It is amazing how much chaos stikes and how quickly an accident can occur when an animal crosses the road. Turn on your lights- You should always turn on your lights while driving. This helps other drivers see you. Adjust your headrest- Make sure your headrest is behind your head and not your neck- to minimize whiplash in case youre rear ended. Make sure your windshield is clean- At sunrise and sunset, a dirty windshield can be almost impossible to see through. In the winter, scrape the ice from all of your windows before driving. Dont blast your radio- It is the law to yield to emergency vehicles and if dont hear them, you can get a ticket, or worse, cause an accident. Make sure you have enough gas in the tank- Dont ride around on empty. Who knows where youll get stranded. Dont ride with anyone under the influence- Call another friend or family member to pick you up. Its not worth taking a chance. Maintain your car- Check your tires for pressure and wear. Make sure your horn, turn signals, taillights, headlights, wipers and other safety features of your car are in working order. Watch out for potholes and black ice- These hazards can cause serious damage to your car. If you hit a pothole and damage your car, it is considered an at-fault accident and your insurance rates can go up. Be on the lookout for motorcycles, bicycles, and pedestrians- Youre driving a loaded weapon that can KILL and these folks are un-protected. Watch out for them! Dont talk on the cell phone when driving. Pull over somewhere safe and make your calls. Its difficult for anyone regardless of driving experience to pay 100% attention to the road. Dont lend you car to someone else. They may not drive as carefully as you and if something happens, you will pay, not them. Stay in control of your emotions. Youre driving a dangerous weapon. Dont let your emotions cause you to use that weapon. Dont leave valuables like wallets, purses, leather jackets, or sport equipment in your car where they can be seen. Lock them in the trunk. Dont trust other drivers. Just because their turn signal is on, doesnt mean they will turn. Never assume what they are going to do. Be prepared for the opposite. Be aware of whos behind you when braking. They may not see your brake lights and hit you. Be careful driving over bridges and overpasses in the winter. They ice before the road does and are very dangerous places to lose control. Use turn signals in time for other drivers to react. Dont use your signal at the last moment. Go straight and turn around if you missed your turn. As a new driver, you have assumed a great responsibility- a responsibility to your parents, your passengers, and the public. Although there are situations that may be out of your control, if you follow the guidelines in this manual, the chance of you hurting yourself and others while behind the wheel will greatly be reduced.
